Es gibt Deportationen, auch Unschuldige werden aufgrund äußerer Merkmale deportiert nach El Salvador. Es gibt jede Menge Schikane an den Grenzen, auch europäische Reisende werden vorübergehend festgehalten, durchsucht und tagelang in Zellen gesperrt. Das Militär agierte zunächst ohne Befugnis im Inland. Oppositionelle Politiker werden beschimpft, beleidigt und übergangen. Familien werden an der Grenze getrennt.
