Biden certainly is not; rather, his attention is focused on the Pacific region, where he wants to hem China in.
It is possible that Chamenei would quite like to ignite. But if he were to think carefully, he would probably come to the conclusion that - in an open confrontation - he could only get a bloody nose against Isreal and its protecting power, the USA.
