U.S. Middle East envoy Jared Kushner, President Donald Trump's son-in-law, met Hamas leader Khalil al-Hayya in Cairo on Sunday to discuss implementation of Trump's Gaza peace plan. The U.S.-backed roadmap calls for Hamas to disarm in exchange for an Israeli withdrawal from Gaza, with an international force and a new Palestinian police force involved in the next phase.

On Monday, Kushner met Israeli Prime Minister Benjamin Netanyahu in Jerusalem to advance the plan. Netanyahu has rejected an Israeli withdrawal until Hamas is fully disarmed, while Hamas has said it is prepared to disarm subject to Israel fulfilling its commitments under the roadmap.
