とくに兵庫では、4月24日と25日にアメリカ占領軍が「非常事態宣言」まで公布し、野獣のような蛮行を敢行しただけでなく、4月26日には日本警官隊が大阪府庁前に集まった2万余の在日同胞を武力で弾圧し、金太一少年（16歳）を射殺した。
朝聯と在日朝鮮人の果敢な闘争のまえに、日本当局は1948年5月5日、朝鮮人数育対策委員会とのあいだで4項目の要求を認める覚書を交換せざるをえなかった。
しかし、是が非でも在日朝鮮人の民族教育を抹殺しようとたくらむアメリカと日本当局は、朝聯を強制解散させた直後の1949年10月、ついに「朝鮮人学校閉鎖令」を下した。
在日同胞は、そうした困難をはねのけ、民族教育をまもるために力づよくたたかい、自主学校、公立学校分校、民族学級などの形態で民族教育をひきつづき実施した。
